On October 5, 2020, the elected officials of the Lot Department unanimously voted to continue the aid allocated for the purchase of bicycles and electric or hybrid cars.
“After the vote on this program, the number of grants awarded will concern 1,040 Lotoises et Lotois, for an amount of around € 600,000,” said Catherine Marlas, 2nd Vice-President in charge of Heritage and the Environment. She presented the environmental policy report on the state of play of the aid scheme for electric and plug-in hybrid vehicles and on the allocation of subsidies.
Praised by the population, this device affects both urban and rural areas. Elected officials added to the budget, to take into account the many requests, encouraged by cofinancing from other communities.
Aid is capped at 40% of the purchase cost
For electrically assisted bicycles, region side, possibility of benefiting from the eco-check (€ 200) or the sustainable mobility package (€ 400) with the employer’s agreement. For its part, the state offers an ecological bonus of up to € 200. In Figeac, the town adds € 200 like Grand Cahors. The town of Saint-Laurent-les-tours has also followed suit. In total, the overall aid for a Lotois can reach € 1,200 if the beneficiary meets all the conditions, especially if their income level is low. The aid also relates to electric and plug-in hybrid cars, carts without a license, electric motorized two-wheelers (including three-wheeled scooters, but excluding scooters and gyropods).
For cars, for a non-taxable person, the aid reaches € 3,500, plus the possibility of a bonus of € 1,000 for daily business trips over 30 km. For taxable persons, the aid is reduced to € 2,500 with also the possibility of a bonus.
For electric motorized carts and two-wheelers, the aid amounts to € 700 if the person is tax-free or € 500 if the person is taxable.
The duration of the scheme is 2 years (2020-2021). In addition, responding to a concern for simplification and efficiency, a dematerialized platform for this system has been set up and is accessible on the website “https://lot.fr/”.
Craze for bikes
Of a total of 1,040 cases, 92% relate to bicycles (954). As for the profile of beneficiaries, more than one in three is not taxable and as such receives the bonus. Almost three out of four beneficiaries are over 50 years old. 70% of purchases are for leisure and 30% for home-work travel. For 65% of beneficiaries, the Department’s help was decisive in the act of purchase. This growing practice of cycling is generating industrial momentum and leading to the development of new cycle paths. At the same time, the network of electric terminals has grown.
The elected officials voted for an extension of aid for an amount of more than 70,000 €, concerning 143 files submitted on the online platform, since the end of August.
Over the course of the reactions, “And in addition, cycling is good for your health” (André Mellinger), “This success shows the Department’s commitment to energy transition” (Christophe Proença).
Geneviève Lagarde shared a pioneering process. “The Lot is on track with the installation of a multi-service station in the South Cahors business area, involving several partners, including the Occitanie Region, GRDF, Terrritoire d’Énergie Lot… This site could accommodate an anaerobic digestion unit, offering the distribution of NGV (natural gas for vehicles), but also green hydrogen. The Lot would then become the first multi-service station, in North Occitania, for the distribution of renewable energy … “
Strong intervention against Eric Zemmour
During the plenary meeting of the Departmental Council, this Monday, October 5, 2020, Serge Rigal, president of the Department of Lot, was indignant at the remarks made by the journalist – writer Éric Zemmour, against unaccompanied minor migrants (* ). “I want to publicly express my total disapproval of unacceptable lies kept by a polemicist, in front of the cameras of a media more attentive to the ratings than to the seriousness of the news. I remind you of the facts. Mr. Zemmour called “all migrant minors” “thieves”, “murderers” and “rapists.” I pretend to think that we know unaccompanied minors (unaccompanied minors) better than this gentleman. And I can assure you here that these young minors, for whom we are responsible, are mostly very motivated to be trained and to build their future. Many trainers or employers, but also agents of the Department, can testify to this.My colleague and friend Philippe Grosvalet, president of the Loire-Atlantique department that I recently met in Lozère, was the first to carry complaint against this polemicist. He was followed in this by other presidents of left-wing Departments. The Paris prosecutor’s office has decided to open an investigation for “provoking racial hatred.” For my part, I will join in any collective initiatives aimed at convicting the author of these shameful remarks. The state cannot remain silent. To say nothing, to do nothing, is to accept the unacceptable. To say nothing, to do nothing, is to shrink from all racists and all enemies of the Republic.
