As every year, the ecological bonus-penalty grid is changing. As we enter the home stretch of 2020, the grid that will be applied next year is emerging from the shadows.
For this year, the ecological bonus-penalty grid has undergone many changes. Appeared in a first form based on the CO2 emissions approved on a correlated NEDC cycle, the scale was changed on March 1 to take into account the polluting emissions announced on the WLTP cycle. Also, the ecological bonus is now decreasing according to the selling price of the electric vehicle concerned.
In the aftermath of the confinement period that plagued the auto industry, the government of the day decided to adapt the incentives until the end of the year. Thus, the ecological bonus for electric cars rose to € 7,000 while plug-in hybrid vehicles could again benefit from aid, set at € 2,000 according to specific criteria. While no changes will be made to the two scales by the end of the year, the finance bill for 2021 lifts the veil on the next ecological bonus-malus grid.
Lowering of the ecological penalty threshold and super-penalty of € 40,000
Currently triggered from 138 g / km of CO2 on a WLTP cycle, the threshold for the ecological penalty will be lowered to 131 g / km from next year, with a penalty of € 50. The latter will gradually increase at each level of CO2 to reach a totally prohibitive amount beyond 225 g / km: while it is currently necessary to pay a sum of 20,000 € for the most polluting vehicles, it will be necessary to count on an amount of 40,000 € from January 1, 2021!
The price extension at registration will therefore be substantial for the only hybrid concerned: the Honda NSX. But other less elitist cars will also be affected by the lowering of the trigger threshold, and in particular Lexus models: the Lexus IS 300h (144 g / km) will be able to climb to a penalty of 300 €, while its big brother NX 300 hours will be able to collect the 5,404 € penalty in the four-wheel drive version (174 g / km).
The business of builders (and consumers) will be much more complicated in 2022, since the ecological penalty will once again be altered. This is indicated by the government which, in order to give more visibility to car manufacturers, has already unveiled the grid that will be applied in 2022. The threshold will then be lowered to 123 g / km of CO2 (penalty of 50 €) and the ceiling of € 50,000 will be payable from 225 g / km of CO2.
An ecological bonus of € 1,000 for plug-in hybrids
The ecological bonus will not remain as it is also due to the growing supply. However, the Ministry of the Economy has decided to use the existing grid and increase the bonus to € 6,000 for electric vehicles sold for less than € 45,000, for the whole of 2021. Which means thus brings the maximum amount of aid back to the level it was at before the government reform. This category of vehicle will see the amount plummet by an additional 1,000 € in 2022.
Details of the grid for private electric vehicles sold between € 45,000 and € 60,000 are pending. On the other hand, Bruno Le Maire has announced that the premium for plug-in hybrid vehicles will be extended throughout 2021, with an amount reported to € 1,000, instead of € 2,000 currently. The award criteria are always the same: natural and legal persons will be able to claim an ecological bonus of 2,000 euros for the purchase of a plug-in hybrid vehicle with a value less than or equal to 50,000 euros, and of which he electric range is greater than 50 km on a WLTP urban cycle.
Central to the reform rolled out before the summer, the conversion bonus will be kept in its current form. Subject to household resources, scrapping (of a pre-2011 diesel vehicle or pre-2006 gasoline) and proof of the number of kilometers traveled per year, government assistance may increase to to 5,000 € for the purchase of an electric or plug-in hybrid vehicle.
